One country, two systems is a political concept that was proposed by Chinese leader Deng Xiaoping as a solution to the problem of reuniting China's two main regions, the People's Republic of China (PRC) and the Hong Kong Special Administrative Region (SAR). The concept was first implemented in the early 1980s, when the PRC began negotiations with the United Kingdom to reclaim sovereignty over Hong Kong, which had been a British colony since the 19th century.
Under the one country, two systems principle, Hong Kong would remain a capitalist, free-market economy and maintain its existing legal, economic, and social systems, while the PRC would maintain its own socialist, planned economy and political system.
