At present there is a realignment of new educational requirements in support of the ambitious long-term goals of the Millennium Development that would bring about a renewed focus on academic excellence in all disciplines. One reason why educators are so interested in phonemic awareness is that research indicates that it is the best predictor of the ease of early reading acquisition, better even than IQ, vocabulary, and listening comprehension. This study is purposely undertaken to prove the effectiveness of Parental Involvement with Reading Material in addressing the poor word recognition and comprehension skill of the identified Grade 1 pupils who are at risk in failing. The data were statistically analyzed using frequency, mean, standard deviation, t-test for independent sample and analysis of variance. The results revealed that majority of the students belonged to frustration level of reading proficiency in silent reading while in instructional level for the oral reading in which majority of the males are less proficient in reading compared to females in both silent and oral reading. Along with these realities is the urgent call for educational institutions to do a rethinking of education that will provide the kind of instruction that offers valuable contributions in terms of educational experiences for improved academic performance. It is in the perspective of continuous quality improvement that institutions, particularly the graduate schools have encouraged performance oriented investigations primarily aimed at identifying determinants of academic performance and acquiring knowledge of new and preferred teaching strategies that will bring out the best in the learners. The concept of quality is seen as a pursuit for academic excellence, a byword, a commitment that school colleges and universities uphold through a set of tools to assure quality and standards.
