It needs a pedagogic approach which can productively combine the existing media engagement expertise of students with the critical thinking expertise of teachers. In this way, literacy becomes dynamic. As many as possible of the citizens of a democracy must be not only literate but critically literate if they are to behave as full citizens.
Dynamic literacies offer a sharp contrast with the static nature of the literacy of our school curriculum, sadly. So interesting that what Hoggart had to say all that time ago is so relevant for one of the key issues of the 21st century but also a bit depressing! A second reason is because we like how the word ' uses' frames questions about the purposes that oracy serves. He was briefly a lecturer when I began English at Birmingham uni before he went off to work with UNESCO, but luckily he had helped set up the Birmingham Centre for Contemporary Cultural Studies and I was one of the first undergrads who could do Cultural Studies as a part of the English degree course, with Stuart Hall. But also a set of broader questions: How has the idea of speaking skills has been used throughout history? Why 'The Uses of Oracy'? We have teachers, lobbyists, cultural and social historians, anthropologists, sociolinguists, scholars of literature and activists. Agentive people are less vulnerable.
